Volunteer Best Practice in 1936!

Is this the earliest evidence of best practice?!

I am reading 'W F Deeds, Words and Deedes, (Pan London, 2006)', a collection of newspaper articles the late journalist wrote over a period of 70 odd years.

In an article dated August 1936 on the number of volunteers joining the Territorial Army, it makes mention of payment of shillings 'to ensure that no Territorial soldier is out of pocket in travelling and other minor expenses.' (p8)

It does admittedly say that it is questionable whether these shillings 'fulful their first and most important object' (payment of expenses) but at least the principle and spirit of refunding out of pocket expenses was there!
