Definition of a volunteer

At Guide Dogs we're currently creating a discussion paper on 'what is a volunteer'. We're including in this paper - what (if any) difficulties the absence of a definition could/can cause. I've checked out the usual websites for information but I'm looking to gather your thoughts and views through the AVM forum. Looking forward to any repies to this post.
