Anyone want to move to Turkmenistan?

In a recent Third Sector article, it was revealed the the UK comes 29th in the World Giving Index for volunteering - Turkmenistan tops the poll.  You can see the full article on the Third Sector website.  Almost half the countries in the top 20 were developing ones.  What, if anything, can we learn from this, particularly in light of the previous Government's £12bn investment in volunteering in 2009 and the Coalition's commitment to a Big Society?
